Case Information

On Monday, March 1, 2010, Arizona Public Service Company (“APS" or Company”) filed anapplication (“Application”) for approval of a demand response (“DR”) pilot program for residential customers as required by Decision No. 71448, dated December 30, 2009. 

Per Decision No. 71448, the Arizona Corporation Commission ("ACC" or “Commission”) ordered APS to file a plan to address the addition of at least 250 Megawatts of Commercial, Industrial or Residential DR, and develop a proposed residential DR tariff and plan for deploying in-home metering devices that provide transparent information regarding real-time pricing of power and real-time renewable energy generation.  APS is seeking approval of the Company's proposed residential Home Energy Information Pilot Program (“HE1 Pilot”) and an associated Experimental Service Schedule 16 (“Schedule 16”).

According to the Company's Application, APS expects that the HE1 Pilot will be fully deployed within 60 to 90 days of Commission approval of Schedule 16 and the HE1 Pilot and be operational in time for the 2011 summer season. The HE1 Pilot is planned to be conducted through the 201 1 and 2012 summer seasons, and Schedule 16 is proposed to be available through December 3 1, 2012.  Beginning in March of 2011, and with each Demand Side Management (“DSM’) report thereafter, the Company will report on the progress and results of the pilot program.

On Thursday, December 30, 2010, ACC Staff filed a Proposed Order on APS' Application which recommended that a Company-proposed voluntary pre-pay pilot program be rejected by the Commission.

On Monday, January 24, 2011, RUCO Director Jodi A. Jerich, Esq. filed public comment in support of the APS voluntary pre-pay pilot program.

The five ACC Commissioners will vote on the Proposed Order during a noticed Open Meeting.  The Commissioners can either accept, reject or amend the Proposed Order.
