RUCO is an advocate agency who intervenes in cases before the Arizona Corporation Commission on behalf of residential utility ratepayers.  RUCO does not regulate nor does it have any jurisdiction over a utility company.  

Public utility companies are regulated by the Arizona Corporation Commission, Utilities Division.
